Safety, Occupational Health, and Environmental Culture (BESAFE)
The Company has established a unified safety culture across the organization under the concept of “BESAFE: Get Beyond Safety, Do Your BEST,” aligned with the corporate BEST values. This framework embeds safety as an integral part of operations at all organizational levels. The BESAFE principles include:
Risk Assessment and Prevention
Identification of Work-Related Hazards (Risk Assessment)
The Company places strong emphasis on identifying work-related hazards through systematic risk assessments to effectively manage and prevent operational risks. Safety risk assessments are conducted at least annually, or whenever significant operational changes occur, to prevent accidents and continuously enhance workplace safety. This process is implemented under the Safety, Occupational Health, Environment, and Security Management System (PTG SSHEMS). The results of the risk assessment classify safety risks into four levels: Very High Risk, High Risk, Medium Risk, and Low Risk.

Accordingly, the Company has established measures to assess and control risks comprehensively across all relevant dimensions, categorized into the following five key areas:
| Occupational Safety Risk | Risk assessment is conducted in accordance with the Occupational Health and Safety Management System, ISO 45001. |
| Environmental Risk | Risk assessment is conducted in accordance with the Environmental Management System, ISO 14001. |
| Worker Health Risk | Health Risk Assessment (HRA) is conducted in accordance with the Ministry of Industry Notification No. 4439 (B.E. 2555 (A.D. 2012)) on Health Risk Assessment from Chemical Exposure. |
| Security Risk | Risk assessment is conducted in accordance with API 780: Security Vulnerability Assessment. |
| Transportation Risk | Risk assessment is conducted in accordance with ISO 39001: Road Traffic Safety Management System. |
After completing the risk assessment process, each operational area prioritizes identified risks based on Risk Priority principles to determine appropriate preventive and corrective measures. The Area Safety Committee is responsible for monitoring the progress of mitigation actions for significant risks and communicating relevant risk information to employees to ensure awareness and understanding. This process continues until all corrective actions have been fully implemented.
Safety Risk Assessment Results
From the assessment of safety, occupational health, and environmental risks and opportunities under the PTG SSHEMS framework, the results indicate that most identified risks fall within the Medium Risk level, with certain activities categorized as High Risk. The assessment findings have been systematically applied to establish and implement key risk management measures as follows:
| Operational Area | Key Risk Issues | Overall Risk Level | Risk Management Measures |
|---|---|---|---|
| Oil Depots and Headquarters |
|
Moderate – High |
|
| Service Stations |
|

The Company has established and implemented systematic safety, occupational health, and environmental measures to control risks, alongside continuous monitoring. Employee participation in risk management is actively promoted through the Safety Hunter program and the “Safety via Line” initiative, which encourage employees to identify, alert, and report risks within operational areas. The focus is placed on proactively managing Near Miss incidents before they escalate into serious accidents or losses. These efforts support the Company’s Zero Accident goal and long-term sustainable business operations.
Promotion of a Safety Culture
Safety Promotion for Contractors and Business Partners
The approach to promoting safety among contractors and business partners, led by the Contractor Safety Inspection Department under the Safety and Environment Division, is implemented systematically and comprehensively across all stages of operations, as follows:
- Pre-Work Communication of Requirements:
For every project, a Terms of Reference (TOR) is prepared, clearly specifying safety requirements. A 100% Kick-off Meeting (KOM) is conducted with contractors prior to commencement to ensure that all parties fully understand and strictly comply with the Company’s safety standards.
- Pre-Work Safety Training:
All contractors are required to complete safety training in accordance with the project plan before commencing actual operations. The Contractor Safety Inspection Department under the Safety and Environment Devision continuously organizes safety training for contractor personnel prior to the start of every project, in line with the 2025 annual training plan. The Company requires all contractor workers to undergo safety training in compliance with Company regulations before starting work. Training sessions are conducted twice monthly, and trained personnel are issued work permits, which must be carried at all times while on duty. Annual training schedules are prepared in advance, with additional special sessions arranged in emergency situations.
The training curriculum covers mandatory safety courses aligned with the nature of work, such as working at heights, the use of personal protective equipment (PPE), work permit procedures, high-risk work management, and fire prevention. This ensures that all personnel possess the necessary knowledge and understanding to comply with safety standards correctly, fostering a strong safety culture across the organization, contractors, and business partners.
